That may change. FRA is currently in the "comments" phase of a Notice of Proposed Rulemaking. In its present form, the proposed legislation will supercede state law and be much less inclusive.

RCO's must successfully pass the railroad's RCO training course.

I can't speak to specifically what you saw, but here are some general comments.
● RCL's can operate on a main track subject to rule requirements.
● UP began RCL operations in the Bay Area in 2001. All RCL jobs have two RCO's.
● There are no Yard Limits in the Oakland area.
● Yard movements at the south (Adeline Street) end of the yard often use the main track for their pull-out movements. Only one employee is required to be on the locomotive during these movements.
