The problem with your arguments is that the railroad predates any laws you mention. This is like
the Coastal Commission gleefully refusing people's rights to rebuild existing homes due to fire
or other natural disasters. You act as if these laws are written in stone for the common good of
the people and in fact they're not. California law regarding anything is so transitory as to be
laughable, legality is relative to what day it is. As to Island Mountain, why on earth would that
be a problem to mine? It's like 10,000 other places in the state made holy from some enviro group
for whatever reason they can concoct. Save what's truly special and allow the rest to be made
useful.
