Mr. Robl is correct. Take for example the increase in traffic outbound against the total container traffic vs the increase in traffic outbound vs normal outbound traffic. As you can see the percentages will be very different. It would have been more to the point if the article or quote outlined the basis of comparison.

If Oakland is able to boost traffic in either direction it means more jobs and that is good news. So I take it that the increase of outbound traffic both supports the capital effort to re-do the port and growth in jobs that helps the local economy.
