Ernest, this is a variation on an old US model, and is a case of the "old" Caltrans trick of ending a freeway, next to the border of the next city, that was giving them a hard time on the right of way agreement, dumping the traffic onto their streets.....
In this case the variant is that since it goes from nowhere to nowhere, serving no one, we must "finish the job" and poor more billions into "on to Bakersfield", which will be the CHSRA's new "battle cry"......
This project was never properly planned or vetted, it has been "by and for" the big A&E firms in CA, meets almost no observable rail travel demands, with the voters were deceived, and it has become a giant politically wired contract change order racket, which has delayed billions of dollars worth of well vetted, cost effective, and badly needed rail infrastructure projects, already on our project funding lists and ready for construction for years, on our most congested interurban rail corridors.
