In other words, the State of California is too stupid and too much infested with particular interests (aka NIMBYS, the whole excessive whatever impact study crap, and that two thirds majority bullshit for changing taxes) to invest in infrastructure.

Caliornia could afford it, if there were a political will, and the willingness to push it through.
