California is too stupid to properly plan and evaluate infrastructure.
There still is no reasonable estimate of the cost in dollars and time, nor can there be , as there is no plan.
AND edward, if there were any kinds of hatchet jobs that revealed the stupidity and criminality going on, the populace would by now have lynched many of the principle actors.
Like I;ve said many times, if this is not true, send in all your retirement and savings as "investment", or tell us why you don't think that's a good idea.
