Just increase the population forecasts 25%, housing costs by 300%, double the length of the peak period, cut the freeway traffic speeds in half....and keep the road network 99.9% the same.
That's pretty much all that's really changed.....in that intervening "generation"....
All of these firms are actually pretty good, in my experience, so it ought to be an interesting read.
Understanding the questions that need to be answered doesn't really change that much, if you're dealing with a team that is doing this kind of analysis right... So it's not at all "out of date", from that perspective. And, it gives you a baseline, to compare expected versus actual outcomes, to some of the forecasts and assumptions that were used.
