I think the issue is that Cap Corr JPB doesn't include Monterey or Santa Cruz County. So their STATE authority doesn't extend into that area absent some kind of agreement with the locals to cover costs - which along with UP issues and lack of spare equipment tends to hold down the potential for Salinas trains by anybody. So far, of course, lackamunny has been the status.
For those wondering about "Amtrak" service along the coast, the Starlight isn't all there is. Cap Corridor/Pac Surfliner also run a few buses connecting Oakland/San Jose and SLO/Santa Barbara so you can ride a train to a dedicated bus to another train, at times the Starlight doesn't run (including overnight). Doesn't replace the Lark, I know...
