Okay, folks, here it is...link to the joint petition NCRA and NWPY submitted to the Surface Transportation Board today titled "Petition for Emergency and Preliminary Injunctive Relief". 63 pages long, includes NCRA/NWP's arguments, a declaration from John Williams, a copy of the NCRA/SMART coordination and operating agreement, the FRA inspection report on the cars in Schellville, copies of emails back and forth between NWPY and SMART denying the movement authority, and maybe one or two other documents. Should go a long ways towards clearing up some of the issues and questions raised by people in the recent NWP tank car threads.
