Apologies in advance if this oversimplifies. What if NWPRA and NCRA et al act like SDAE and SDIY in and around San Diego wrt freight and passenger and BNSF as the "older, legacy" common carrier and just shake hands and agree to get along with one another as two stakeholders who share access to a common resource?
It could even short-circuit a lot of legal wrangling. Then again, maybe I'm just some country-bumpkin rube who think we can all sing Kum-bay-ah together and get along with a publicly finance rail segment in the name of the People.
Look, grain and lumber need to move, and passengers pay their 1/2% sales tax to get passenger rail. Can't we hold hands and get along?
