Reading the history is fascinating, thank you. What I (and others) wish to know is how to "utter it" (where "it" is ownership and naming...) today. Correctly.
I volunteer on OpenStreetMap (dot org), currently a focus is California Rail. We endeavor to accurately express rail infrastructure and passenger rail with a succinct relational database that geo maps itself as differing renderings, based on proper tagging. Please see our project's wiki page on California/Rail and see if we have it "about right" on NCRA and the boundary with CFNR (Schellville or Napa Jct.?)
You can see ownership, usage and name tagging with something called OpenRailwayMap. This updates within a day or so of updated tagging. It's sort of oscillating now and it's good to nail things down as we know them to be.
Something said out loud (even here in these pages like that history) were to spell out "owned by XYZ from Here to There" and "trackage rights as operator from Depart to Arrive" work, too. Simply "how it is seen legally today."
