That's because it's the company's PR train - marketing dept or even The President's Train. It's not public transit like Amtrak or NJT, which has to get by on the minimum effort/cost regardless of long-term effects, resulting in much more of a patch-it approach than a maintain-it-and-clean-it one. Unfortunately, sometimes the patches fail before another patch can be applied.
The Press, like politicians, ignores everyday operations and responds to press releases and tragedy. That's all. Really, that's all it's ever been; ordinary life doesn't rise to a level that requires or encourages Press attention (outside of the Saturday Happy Talk TV shows, where it's mostly just embarrassing). UP's trains are Press Releases writ large. NJT in Hoboken is a tragedy. Amtrak when nothing unusual is happening (i.e. the long-distance trains arrive within a day or so of schedule, shorter ones on the same day as expected, without loss of life or property) is everyday life.
