Just do it at 3:00 AM when not a whole lot else is moving and certainly no Amtrak moves. If the 96 is operational, just have someone drive up, and move it down (that way it's just a single move, get the engine out of Albina quickly and off UP property)...it's all in yard limits so no track warrant or any other stuff is needed other than the dispatcher to line the switches.
If the 96 cannot be moved on its own...yeah...so much for that idea.
