Do I remember correctly that the city of San Rafael is under an order from the PUC that they must construct an overpass at Andersen Drive if rail service is ever restored to Larkspur Landing?
As I recall their removal of the crossing at Andersen Drive was not authorized by the PUC and they had to agree to construct an overpass at their expense because of their illegal conduct.
The crossing which was removed did not meet current standards due to its angle with the tracks, but was "grandfathered in". However, now that it is removed it cannot be replaced and a grade separation is required.
