Your lack of understanding of public property leases is very evident.
This is going to piss you off so much. The City of Boise, Idaho owns the Boise Train Depot. They regularly allow ANY ONE to rent this and they very rarely notified the public (They never notify the railfan community) that it is being rented and most the time when it is rented it is closed to the public. Can you believe they use that money to help cover the cost of preserving the train depot so it can be open, free of charge for the public at least 2 days a week.
A lot of Cities lease out some of their property regularly, get over it. You're not in the know when it comes to hearing about the 4449's doings.
