California state police existed then - (around 1995) (I never said it was RECENTLY) and I remember seeing it on the car and on his BADGE as well - California is known for getting rid of things that perform useful, efficient and necessary services - a pity, the guy was polite and was interested in my scanner (new at the time) but chased me out of there nonetheless - - he did not mind my taking pictures and suggested a better spot (less likely to get him called) on TOP of the bridge I was under (very near to the site of the old Burbank tower - already gone at the time) Uniform was khaki and VERY similar to CHP uniforms at the time.
Problem with the "Orange Line" is lack of capacity - a train would give them a lot more capacity at the times needed, and could be cut back (less cars) at "off" times - thanks to Zev Yaroslavsky, it's a crapshoot whether we will get anything as, at the time, he passed a rider banning rail systems from the ROW. F-ing NIMBY's ya know.
