When SP got out the line in question still handled substantial lumber traffic from the north end. To me, the south end of the NWP has never really made a lot of economic sense without that lumber traffic, which is long gone and probably never coming back. That being said, a lot of the normal shortline economic rules don't apply to the NWP because of its fairly unique situation.
