GGRM operating rights

Maybe this has been answered somewhere else but I noticed the GGRM website says they signed an agreement with NWP to relocate.
Does Mike Pechner or anyone else with GGRM know if this allows them to operate on the line between Santa Rosa (or farther north to Cloverdale in the future) and Ignacio/San Rafael?.
Would they be allowed to run trains while SMART is operating it's DMU fleet... which is most of the day?
Would they run into opposition from Novato officials or other agencies that have opposed putting the line back in service?
