Things deteriorate over time and especially when you don't have enough business to give you capital for improvements. If the rails had more maintenance done, yes big power could return to the NWP. Not saying it's not possible but why would they need to do it? CFNR runs some decent size trains with Gensets. If a dirty dirt train were to run to Santa Rosa for cleanup, it would just be 3 Geeps. UP runs the SF Bay dirty dirt trains like that.
