He's a "railroad investigator" in the same vein as a personal injury lawyer that advertises on tv handles car crashes will investigate that type of case. His firm will handle your personal injury claim and if successful at trial, will take a percentage of the monetary settlement (typically 25 to 33 percent in FELA cases). These firms commonly hire ex-railroad employees to be "investigators," and their investigations are biased by design.
