Metrolink updates

Couple of things I've seen on the wire:
1) The NTSB was conducting visibility tests this (Tuesday) morning and hoped to have the line reopened in time for Tuesday evening's commute.
2) The California Public Utilities Commission, without waiting to see if cell phone records will verify or debunk reports of the engineer text-messaging just before impact, is moving to ban cell phone use by locomotive engineers.
CPUC head Michael Peevey was quoted by the AP as follows:
"Some railroad operators may have policies prohibiting the personal use of such devices, but they're widely ignored."
No evidence to back that claim was offered. Not that I've seen, anyway.
