Yes, they do, and GCOR rules separate the two with something to the effect of "...employee shall not use electronic devices that are not required to complete job duties...", and even for those instances when a cellphone is used to report things (for example, BNSF uses them for confirmation of spotting / picking up cars in some places), the train is supposed to be stopped.
