I believe the CPUC boss is appointed. Presumably by the governor, but don't quote me on that.

I still find it incredible that the guy said the cell-phone ban in some places is routinely violated without offering any evidence to back that up.

Sen. Feinstein introduced a bill in Congress on Tuesday to mandate positive train control. We'll see where that goes.

I have a burning question: There's been next to nothing in the press regarding the UP crew. What little I've seen seems to indicate the UP train had a three-person crew (this being a local, I'm surmising engineer-conductor-brakeman) and that the UP conductor didn't make it. Anyone else have anything?
