How is Golden Gate Transit's decision to not operate articulated coaches over the Golden Gate Bridge relevant to Foothill Transit's decision to purchase double-deck buses?

Double deck commuter trains and double deck Amtrak trains operate all over the United States. Why would lack of access for persons with disabilities and older people to the upper level be an issue for buses, but not trains?
