Watco as middle man--how much.?

I must admit to having similar reservations as "Old Brasspounder" did below about Watco getting to keep the Hooper to Thornton line segment. It just makes the remaining lines even bigger losers than they were before as Watco will have to get a charge too. Is it specified in the agreement as to how much Watco gets to charge for handling the traffic of the shortline that gets the rest? Anyone know where one can get a copy of this deal? I'm also worried that Watco will change it's interest in the Thornton line and ruin the business on that line too (kinda like they are in Dayton---one wrong manager can make all the difference). It has always bothered me that WSDOT never put out a request for proposals for operations of the lines they bought until they did the few just now. I don't trust Watco for anything.
