There is not much technical info here but it appears that the Paris-Mulhouse line is busy but not yet electrified for the most part. So the SNCF went to railcars which can do both; in other words they have both prime movers on board. The complaint is the diesels have too small fuel tanks and break down often apparently from being underpowered. The cars are less than 2 years old.
This is relevant for California as PB might be tempted to try something of this genre on their truncated San Jose to Wasco orphan run. Particularly if they ran out of money for complete electrification. They would need catenary for those long quasi-base tunnels at Pacheco.
