Yes, the NWP was third rail, as was the "North End" of the Sacramento Northern (the old Northern Electric), the third rail on the Bay Bridge, and other examples.

Regulation of third rail in California apparently began in 1929, and evolved as population grew and experience taught some costly lessons.

The rule had to be modified when BART was built, and the PUC's opinion explaining the situation explains the situation pretty well:
