All that is required is excitation current for the TM fields, which in some circuitry designs can be self-generating. The details of any given system are dependent on considerations which revolve around stability and regulating the amount of db effort.

It's proportional to the ability of the electrical circuit to dissipate the power being generated, not the prime mover per se. Stated another way, if you try to shove too much dynamic braking power through the grids, they will burn out, and you will wind up with no dynamic braking at all.
