I'm not going to attempt to answer all of your questions since there are people who have been around here lots longer than me. If Bruce Butler gets in here, he can tell you just about everything you need to find the abandoned/removed stuff.
The STMA should be running again by May (if they aren't already. Their 3 Geep 9s and 2 SW's are ex-MILW.
The POVA is based out of Usk, WA, with that train running to and switching around Newport (plus the rare run north). the other job is based out of Priest River and makes a Newport turn before heading to Sandpoint mid-morning. These are M-F jobs with on-duty times of about 0600 or 0700.
The KFIR jobs are normally daytime runs on the branches with the interchange run to Chewelah being the late one (if not overnight, since the BNSF calls at Chewelah at about 0500-0600 to get its waiting train. I have no idea what the KFIR is using for power. I need to run up there this year sometime.
If you want to trace abandoned roadbeds, go south of town. The Palouse is spiderwebbed with them.
