Um, the operative word is 'can'. A taxpayer will probably be charged. An illegal alien will instead be registered to vote and let go without notifying ICE. And in a few years when caught with 110% voter turnout will claim "Mistakes were made, we have no idea what happened, but we aren't cleaning up our voter rolls, you racist, bigoted, Nazi hatemongers."
