There's also the question of what "full service" means. If they add more trains, they could have a commuter express that serves Grant (with a parking lot?) and a local that does both (full service?).

As for expense to Windsor being PTC - how? Don't they have it already? I doubt they have any kind of waiver now that would be cancelled by a short extension - or do they?
