No 4014 for the Western end of the transcon route this year??

I have seen it mentioned here and on the other form (TO) a few times that the UP will not be making it out the western end of the transcontinental route with either UP 4014 or 844 this year between Ogden and Sacramento. That is very unfortunate as the 150 anniversary is celebrating the entire transcontinental route and they only have covered the original Union Pacific part of the very route they are celebrating this year so far?? It does seem like the CP/SP side is getting ignored as others have stated. It is sad that UP is not planning to go out to Sacramento this year to complete the entire route they are celebrating and do the excursion next year down in Los Angeles area??
I was told that one of the original proposals for earlier this year was to have the SP 4449 Daylight Engine pull the business train with the Experience the Union Pacific car that visited Sacramento and other cities eastbound back at the end of April out to Ogden to meet with UP 4014 but that Ed had shot that down saying he could have UP 844 out there to pull that train from Sacramento to Ogden before running 4014 to Ogden. Plans were in the works for 844 to go out to Sacramento but then fell through because they were behind on UP 4014 getting finished to make it in time for the Ogden celebration so then no steam made it out on the western end. This information coming from a railroad employee I had spoken with.
Guess maybe next year the western end will get some attention as I heard UP 4014 may be going out to Portland next year so maybe a northern loop trip of some sort will be made through Oregon and Northern Califoria... guess we will see what 2020 brings.
