Having lived in the area during the GGT-local then conversion to county agencies period ... the reason GGT stopped doing local service was political and legal. If a county transit agency is set up, GGT can no longer provide (and is no longer responsible for) the local service inherited from Greyhound. The local agency can, of course, contract with GGT to run it - and Marin Transit did that for many years. Sonoma County, however, had little local GGT service anyway, so the county's bus lines are all new and for local consumption. GGT of course remained the regional transit provider, and still is to the extent that SMART isn't serving the function.
