This is the second restart for Virgin, and the obviously "inferior" (but affordable to build and thus profitable) "high speed" system, which had completed the EIS, before Branson bought them.
This may well be about the 200th re-start, in what seem like 10 years or so, for the group that wants to use (or "fantasizes" about using?) the You Pee, to just buy some old cars (they have some lined up if I recall correctly) to get from (in the latest incarnation) from San Berdoo, to LV. Which is why that one has been more "spotty" than the Virgin project (which is after all building a new line) in things like engineering, design, environmental, financing, and other sorts of actual "due diligence" that would ultimately be required to do any real project. To be fair, this project is purportedly finally in discussion with Amtrak, about using their legal authority to operate over the UP line to Vegas.
