Due to all of the "birdies" caused by computers, etc. and intermod from high power paging transmitters and such, railroads are having to go to coded squelch to eliminate the interference. The interference is still there...you just don't have to listen to it and as long as the radio you are trying to hear has enough power to over ride it it isn't a problem.
UP RCL yards use repeaters to repeat the handhelds which require a coded squelch to key the repeater but receive on carrier so they can still hear a non-coded locomotive calling them.
Brooklyn yard here in Portland uses 80/42; squelch code unknown.
Oregon Pacific uses coded squelch on everything except receive on the SPECTRA locomotive radios.
