Gavin hasn't violated the constitution, the "runaway money train" is a transportation use, legally eligible to use those funds... albeit, a poor use, in my opinion.

And, if the funding "moved" was, as I expect, a "slight of hand" to allow for full funding the LAUPT run-through tracks, which is the number one cost benefit commute and intercity rail passenger project in the US, it is a good use of transportation dollars for something we've long needed that will save taxpayers funding ML and LOSSAN and commuters significant future time and money.

This fund shift may have been part of a compromise, so that those "evil' Sou Cal legislators, wouldn't "raid" the beloved and sacred bull$hit train, as our resident pair of high speed apologist's, who post on AP, had so feared in recent posts...

I mean, God forbid, that we might have to stop work on the design contracts for the 7000 car parking structure in Gilroy, "to get people out of their cars", for lack of funding, right?

Thus, despite the hooting and hollering and feigned righteousness over at Ken and John's, it is not being "wasted" by the "runaway money train" per se, but will be ultimately given to Metro, to do something that actually makes sense.
