Highly conflicted usages between an active transit storage and maintenance facility and a housing project. Maybe some dormitory facilities for Muni workers.

I could see possibly some multi-use at Kirkland Yard if they converted it to streetcar, cable car and trolley bus storage with some restaurants and stores above. Activites that are in themselves noisy and congested.

How about housing atop the 5th & Mission parking garage or atop Salesforce Terminal?
