Get off the BART obsession. Nobody's trying to convert the world to 5'6". BART doesn't interchange with anything, so it can be any gauge it wants - could have been Brunel Gauge (look it up; a lot of British rail was this at one time). Could have been meter gauge. Doesn't matter, as long as it provides service at a reasonable price - which is sometimes does (its failings in that regard are worth addressing).
