If you want SMART to be double-tracked and electrified it will have to be taken over by the GG Bridge District and merged with GGT and go to the City. Only the Bridge District has the means, the expertise, the funding resources and the gravitas to cope with BART-MTC. Of course the upside for the Bridge is that it gives them something more to do, become bigger and better able to fight off other jealous entities and remain independent.
BART-MTC sees SMART in its current iteration as merely a placeholder for 5'6". The notion of standard gauge doodlebug tracks on a new Richmond-San Rafael bridge is a joke and would be totally marginal and end up with the Key System scenario.
And BoscoRail is history no matter what IMHO.
