Yes, meth labs. A lot of the illegal grow operations in the North Coast area were done by Mexican cartels, but they're getting out of the pot business and illicit drug trade altogether. No longer profitable. These days the cartels are turning to human trafficking and illegally growing agave and avocados (not in CA though). The cartels are also turning to legitimate businesses. A lot of resorts in Mexico are now run by cartels.
There is no will or resources to fight lawlessness in the North Coast region. Almost no one lives there, there is no real tourism draw and the geography too difficult and remote.
