33 CFR 117.191(c)(2010):
(c) Drawbridges above the Old River junction need not open for the passage of vessels.

Note that River Islands Parkway, downstream from the Mossdale bridges, is a fixed bridge, so vessels other than very small craft can't reach the drawbridges any more. [www.openstreetmap.org]
