One serendipitous detail here is the GG Bridge District comprises all the coastal counties up to Del Norte and could be deeded all the property that belonged to the original NWP that has not been sold off. The Bridge already has the significant property known as the Bridge and used to own a chunk of the NWP ROW that was out of service. So there is a precedent - call it a land bank, trust or preserve for the future. The District has the means to maintain the entire ROW in a reasonable state of preservation.

And the GG Bridge has the staff to prepare a new plan for SMART and to present to and sell to the various politicians in the Northbay and the City.
