Jared Huffman is a machine nanny-stater who favors SMART-NWP but who loudly opposes the Rohnert Park casino. One guess as to which scheme can actually make some money.
SMART is a fantasy concocted by commuters tired of sitting on 101 in Novato for hours. They're hoping someone else will take the train so they will have more room on the freeway. If the SMART promoters were really interested in getting commuters onto transit they would quickly expand the ridiculously short hours of the HOV lanes to speed up GG Transit's buses.
The underlying problem, which SMART cannot solve, is that Marin County is run by developers who keep building crap along 101. Once they grasp that SMART has nil effect on the commute gridlock they will have to shove some serious eminent domain down Marin's throat, which is royally deserved. A whole bunch of those butt-ugly ticky-tacky apartment blocks will have to go to make way for the copious number of freeway lanes they will have to add in each direction, double decking being out of favor nowadays.
