Rich is correct on all counts. If rail service is re-established, watch how local municipalities won't allow industrial development where rail service is available. I have seen this all my life in Contra Costa County. Just before the Sacramento Northern abandoned service in Concord, the city reneged on an agreement to approve a new idustrial park with rail service. The cities ran all rail customers out years ago so that the railroads HAD to abandon because there were no customers. It seems that any new industrial development with rail service HAS to be on a VERY large scale, such as the Toyota assembly plant near San Antonio, Texas or the Railex perishable loading facility in Washington State.
