The Morrill Act was passed after 7 states had seceded. Hostilities didn't break out until the South attacked Ft. Sumpter.
The Act was an attempt to protect US manufacturing from cheap imports. The 1828 version, the "tariff of abominations", was supported by John C. Calhoun and ratified by Andrew Jackson. These guys were Southron Dems. Today we get the same crapola from the Goofy Old Party types ("MAGA, MAGA, MAGA, I'm bringing manufacturing back to the US!!!". These types of people are cake-and-eat-it-too types, regardless of current party affiliation.
