The cell phone issue is a symptom of a bigger problem in state government. That problem is the compulsion to make laws that government has no ability or intent to enforce, and that end up costing far more than first estimated. The results are evident: Most people ignore the laws, and the State is out of money. Isn't the fix obvious? Stop making costly new laws that don't work! (Sorry for straying off-topic.)
