My impression is that UPS/FedEx offer the "SmartPost" or similar services to shippers that have small packages and don't mind less-timely delivery. Essentially, they ship via their normal (usually Ground) services to a point near the destination, then drop the package at a USPS location - probably a regional processing center but sometimes the PO for the destination zipcode. In my experience, this "service" adds 2-5 days to the travel time, for which the shipper gets a small discount. Rarely (as in a recent FedEx shipment I got), the delivery will be redirected to one of the regular trucks, skipping the USPS part; I suspect that, with the delivery (not firmly; they never are) scheduled for a Friday, FedEx didn't want it sitting around a USPS site over the weekend and getting lost.
