It is indeed SP&S #2, nicknamed "streamliner" but unnamed officially and usually marketed as a section of the Empire Builder and NCL, as it carried through cars from both. Essentially this is Amtrak 27/27's grandpappy. Alternately, it could have been 3/4 the connection to the Mainstreeter and the Western Star, but the fact everything matches in the photo and the time of day it appears to be favors the former option.
SP&S power and cars were used in the early Amtrak days for trains to Seattle, however that would be a year later, and that would have no head end cars.
