If you're talking about the two small platforms mounted on the front lower end of the locomotive, they are Footboards, once in place on probably all switch engines. They were there to provide a place to ride standing up for the Switch Foreman, Helper or Pin Puller. It allowed for quick on-and-off the engines while switching to help the work get knocked out in a rather quick fashion.

However, footboards are banned by the FRA due to the personal hazard they have a reputation for.
