That makes sense. If the crossing's track circuits were single rail, there would have to be only one cable run in parallel with one rail. Impedance bonds were expensive (still are), and the crossing would have required 8 of them, unless it had only two track circuit one in which case it would have required only 6. This would have also simplified the block signal circuits too.
